Montenegro car hire, Kotor to Podgorica

Collect at Tivat Airport on the Bay of Kotor or at Podgorica Airport inland, then follow the coast road or head into the mountains.

Tivat or Podgorica: choosing your airport

The two airports are 83 km apart, about 2 h by road: Tivat on the bay, Podgorica inland.

Every car we found could be picked up at the airport

On 22 October 2026 (seven-day hire starting 16 November 2026), every car in our Podgorica search could be collected at Podgorica Airport (TGD), and every car in the Tivat search at Tivat Airport (TIV). 910 of the 1,155 Podgorica cars charged nothing extra for the airport; the rest include the charge in the price.

Night arrivals

Enter your flight’s arrival time in the search. When we tested 03:00 pickups on 22 October 2026 for the seven-day hire starting 16 November 2026, 6 of 40 Tivat Airport cars and 1 of 40 Podgorica Airport cars were not available at that hour, and others charged extra outside office hours; both show before you pay.

Finding the company

At Tivat and Podgorica the voucher shows where the company waits and which number to ring; keep the phone reachable from the day before pickup (clause 10).

Parking at the two airports

Tivat Airport has no car park of its own, only a public paid one beside it. Podgorica Airport runs its own, at €1.50 an hour or €8 a day (operator prices, checked 22 October 2026).

Car hire around Montenegro: the two airports and the coast towns

What each place in our search means for a driver; routed times with clear roads, rounded up, with queues and ferry waits on top.

A large stone Orthodox cathedral with golden crosses on its domes, under a blue sky with white clouds

Podgorica

The capital, about 20 min from its airport. Bar is about 55 min away through the tolled Sozina tunnel, and Kolašin about 1 h 15 min on the tolled motorway.

Yachts moored in the marina at Tivat with green mountains behind under a blue sky

Tivat

The airport sits on the bay: Tivat town is about 5 min away, Kotor Old Town about 15 min and Budva Old Town about 30 min, along the M-1.

Kotor's roofs below steep grey mountains, with the bay, a moored cruise ship and a cloudy sky

Kotor

About 15 min from Tivat Airport on the M-1. Above the town the R-1 climbs to Njeguši; in August 2025 it carried 6.5 times January’s traffic.

The stone walls, bell tower and red roofs of Budva Old Town on the water's edge, with mountains behind in warm evening light

Budva

About 30 min from Tivat Airport on the M-1. Street parking is zoned and paid by SMS, and an unpaid car gets a €50 daily ticket (read 22 October 2026).

The orange dome and bell tower of a monastery church among green trees, with the blue sea of the bay behind

Herceg Novi

Across the bay from Tivat Airport: about 40 min with the Kamenari-Lepetane ferry, plus the wait. The M-1 at Kumbor was the busiest 2025 counter we read.

Green hills falling to the sea with the town of Bar along the bay, a stone monument and flag on the hilltop and a blue sky with light cloud

Bar

On the south coast: about 55 min from Podgorica Airport through the Sozina tunnel, or roughly 1 h 30 min along the M-1 from Tivat Airport.

Old stone buildings on a green clifftop above the blue Adriatic, under a pale blue sky

Ulcinj

The last town before Albania, about 1 h 45 min from Podgorica Airport. In August 2025 the Bar-Ulcinj road carried 3.7 times its January traffic.

Drive times from Tivat and Podgorica airports

Rounded-up times with clear roads and no stops; summer traffic on the coast makes them longer.

  • Enter the return town when you search. The company’s pickup and return fees are part of each total, so compare totals.
  • It varies by company and route: some airport cars added no charge to drop off at the other airport, but every airport car we found going to Ulcinj had a fee.
  • On 22 October 2026, for the seven-day hire starting 16 November 2026, none of the four towns abroad we tried (Tirana, Shkodër, Dubrovnik and Split) accepted a return.

Driving in Montenegro: the motorway, tunnels, tolls and the ferry

Prices as the operators publish them, checked 22 October 2026; the rest from Monteput, which runs the motorway and the Sozina tunnel, the ferry operator, the government and the road law, read 23 October 2026. Tolls, fuel and fares fall to the renter (terms clause 11).

  • Sozina tunnel€2.50 a car; €5 for a two-axle vehicle over 1.9 m tall
  • Motorway, Smokovac to Mateševo€3.50 for a car over the full length; less if you exit early
  • Kamenari to Lepetane ferry€4.00 a car off season, €5.00 June to September

One motorway stretch, mostly undergroundOnly Smokovac to Mateševo, towards Kolašin, is open: about 41 km, some 60% of it on tunnels and bridges, with 16 twin-bore tunnels. The next 23 km, on to Andrijevica, are only in preparatory works, which the government marked as started in June 2026.

Paying at the boothPay cash or use a bank card with the toll collector’s help, or pay without stopping by electronic TAG in the marked ENP lanes, slowing to 10 km/h. A hire car may or may not carry a TAG; that is the company’s matter, and without one you use a cash or card lane.

Tunnel rulesBefore each longer tunnel a display can show STOP: stop and leave an emergency corridor. Inside, no flashing headlights, no reversing and no U-turns; stopped for over a minute in a tunnel, switch the engine off. Monteput warns that the weather can change at the exit, and every tunnel niche has an SOS phone.

The Sozina tunnelAt 4,185 m it carries the Podgorica to Bar road between Virpazar and Sutomore, and the national tourism board calls it the fastest way from Podgorica to the sea.

The ferry across the bayThe Kamenari-Lepetane ferry is on the routed line from Tivat Airport to Herceg Novi, Kamenari and Debeli Brijeg. From 1 May to 1 October it runs every 20 minutes from morning to midnight; no winter timetable or crossing time is published, so allow for a queue.

FuelThe government sets maximum pump prices every week for Eurosuper 98, Eurosuper 95 and Eurodiesel. Return the tank at the level you found it; missing fuel costs whatever the company charges.

Mountain roads, summer traffic and police checks in Montenegro

From the Road Traffic Safety Act, police orders and notices, the state traffic counters (UZS) and UK government travel advice (FCDO), read 23 October 2026.

Narrow mountain roads

The law sets the etiquette: on a steep stretch where passing is hard, the driver going downhill stops at a suitable place for the one coming up (art. 46); outside towns the horn is required, where safety calls for it, before a blind, narrow bend (art. 53); and flashing headlights is a lawful warning, at night in place of the horn (art. 54).

The road above Kotor

The R-1 from Kotor to Krstac and Njeguši ran under a police order in summer 2026: buses, minibuses and campers were banned downhill every day from 15 June to 15 October, and from 25 May to 14 June an earlier version closed it to all traffic for set hours each day. Both have expired; no order for 2027 has been read.

Summer on the coast

The state’s 2025 counters peak in July or August on every road we read, with Bar to Ulcinj at 3.7 times its January level and the Njeguši road at 6.5 times. Lorries over 7.5 t were kept off the coast road in the evenings in summer 2026, between 15 June and 15 September. The FCDO says wildfires are common from April to October.

The north in winter

Last winter’s order (2025/26) made winter tyres compulsory on named northern roads, along with the A-1 motorway and the M-10 Cetinje-Budva; the 2026/27 order was not yet in the Official Gazette when we checked on 23 October 2026. The FCDO singles out one road: “The 2-lane Moraca Canyon can be dangerous when conditions are poor and there is congestion.” It also warns of flooding when rain and snowmelt swell rivers in winter and spring.

Herds and earth roads

During seasonal migration, herds may be permitted on a main road (art. 84). Coming off an earth road onto asphalt, give way to all traffic on it, sign or no sign (art. 40).

Radars, drones and fines

Since 7 August 2026 speed limits apply to the average speed over a stretch as well as at a point. The police announced hard-to-spot TrueCam 2 radars in August 2026 and also use drones and “interceptor” cars; notices go to the driver or the vehicle’s owner, who must name the driver within eight days. Fines are the renter’s (terms clause 11).

Paved roads only, and winter driving

What the Montenegro terms and the road law expect of a hire car.

  • Clause 8 keeps every hire car on paved public roads. The Montenegro terms do not ban any specific routes, so that is the rule to apply to any trip.
  • Winter tyres, 15 November to 1 April: on all four wheels whenever snow falls or snow, ice or black ice covers the road (art. 132). Signed roads listed in a government order for the season need them in any weather.
  • 952 of the 1,155 Podgorica cars offered a Winter Pack extra for the seven-day hire starting 16 November 2026, some at no charge (checked 22 October 2026). What the pack contains is not stated, so ask the company before you head into the mountains.
  • Inland, Žabljak is about 2 h 45 min from Podgorica Airport and Kolašin about 1 h 15 min.

Road rules in Montenegro

Article numbers are from Montenegro’s Road Traffic Safety Act; the rest comes from the rental terms and UK government travel advice.

On the road

  • Drive on the right (art. 29).
  • Limits: 50 km/h in built-up areas, 80 elsewhere, 100 on expressways, 130 on motorways, unless a sign says otherwise (art. 36, 37).
  • Blood alcohol: 0.3 g/kg, falling to zero for drivers aged 24 or under and anyone in their first 12 months of driving (art. 182, 182a). Those drivers are also limited to 70 km/h, or 100 on a motorway (art. 37a).
  • Daytime running lights or dipped headlights on whenever you drive in daylight (art. 71).
  • Montenegrin law hands priority at unsigned junctions to the car on your right (art. 40). The FCDO notes that a green pedestrian signal also lets cars turn right across the crossing.
  • Phones hands-free only (art. 22); seat belts in all seats fitted with them (art. 24).

Kit, ID and accidents

  • A reflective vest and a first-aid kit must be in every passenger car (art. 24), and the driver wears the vest when out on the carriageway (art. 61); check for both at pickup.
  • Stopped on the road? Put a warning triangle at least 50 m behind the car outside towns, 10 m in town, with all indicators on (art. 61).
  • No child under 12 in the front; up to age 5, a child safety seat (art. 25).
  • Carry ID at all times, such as a photocard licence or passport, says the FCDO.
  • After an accident, the terms come first: phone the rental agent without delay and call the police for a written report, unless the agent agrees to something else (clause 6). The FCDO mentions a €50 police investigation or a European accident report after a small accident; on a hire car the report alone does not meet clause 6. Emergencies: 112.

How booking works in Montenegro

  1. Pick an airport or a town

Tivat for the bay and Budva, Podgorica for the capital, Bar and the north, or a coastal town with delivery to your address. Leaving from the other airport? Enter that one as your return point.

  2. Choose cover and any border package

Each listing shows the card rule, deposit and mileage limit. Add cover, a Winter Pack or a child seat, plus a package for any country outside Montenegro.

  3. Pay the advance online

Part of the rental price, charged when you book. The voucher then comes by email, naming the company and giving its number.

  4. Meet the company, pay the rest

Go to the meeting point on your voucher, present your licence and pay the balance in any way the listing accepts.

Card, deposit and cash rules in Podgorica and Tivat

Card and deposit rules counted on Podgorica and Tivat listings on 22 October 2026, seven-day hire starting 16 November 2026.

Paying for the booking: you pay 15 to 20% online when booking, and the rest to the company at pickup.

Airport or delivery charges: where a car has them, they are included in the price shown and paid at pickup; the online advance covers only the rental.

Credit-card cars: the card must be physical, with embossed numbers, and be in the name of the lead driver. Some companies accept debit cards that meet the same conditions; the listing shows which.

Against our other destinations: the two comparison rows use one Podgorica search per figure, read 22 October 2026 for the same November week; other destinations are searched by city or by airport, so take the comparison as a rough guide.

What to bring to rent a car in Montenegro

Licence

Bring your actual licence from home, in Latin script and still valid on the day you return the car. Photocopies and electronic licences are not enough (clause 13).

International Driving Permit

The terms strongly recommend one if your licence is accepted only in your home country. For UK licence holders, the UK government lists the 1968 permit for Montenegro.

Payment card

Only if the listing asks for a credit card: a plastic card with embossed digits in the main driver’s own name. Some companies also accept debit cards that meet those conditions.

Age

Every listing has its own minimum; two cars of the same model can differ, and some start at 18. Drivers under 21 may not drive between midnight and 05:00, or drive a car over 80 kW unless supervised by a passenger who has held a car licence for five years or more (art. 176a, since 7 August 2026).

Phone

The number you booked with, including the country code, must be reachable by phone or by Viber, WhatsApp or Telegram from the day before collection until the car is back (clause 10).

Insurance on Montenegro hire cars

The four cover levels, and what they all leave out.

  • From the top, the levels are Full Coverage Plus, Full Coverage, Basic and Minimum, but not every car offers every level: Full Coverage Plus was offered on 628 of the 1,155 Podgorica cars for the seven-day hire starting 16 November 2026 (counted 22 October 2026).
  • Wheels, underside, windscreen and interior sit outside standard cover (clause 5).
  • Miss either step after an incident, the call to the agent or the police record (road rules above), and you carry the bill.
  • No cover pays for vandalism, neglect or damage done on purpose (clause 7).
  • Personal accident cover and theft protection are sold separately where a car lists them.

Crossing into Croatia, Albania and Bosnia

Choose one of three packages for your car at checkout. Median fees are for a seven-day hire starting 16 November 2026 from Podgorica, checked 22 October 2026.

Neighbours other than Albania and Kosovomedian €50
Croatia, Bosnia and Herzegovina, Serbia, Albania and Kosovo, with a green cardmedian €80
Neighbours plus countries further afieldmedian €210
  • 855 of the 1,155 Podgorica cars offered at least one package (704, 421 and 419, in the order above). A car without one cannot leave Montenegro.
  • Going to Albania or Kosovo? Only the second package lists them; the first leaves them out and the third names no countries, so check with the company.
  • The fee covers the whole rental and changes with its length, though not day for day; each car shows its own.
  • Tell the company before you go; the terms require the paperwork to be prepared in advance.
  • No car we searched could be returned abroad: on 22 October 2026 Tirana, Shkodër, Dubrovnik and Split were all refused as return points.
  • Drive to the border, not counting waits: Debeli Brijeg (Croatia) about 55 min from Tivat Airport plus the ferry queue; Božaj (Albania) about 55 min from Podgorica Airport, Sukobin about 1 h 45 min.

Cars for groups and families in Montenegro

  • Five to nine: 133 Podgorica cars offered 7, 8 or 9 seats for the seven-day hire starting 16 November 2026; vans and minivans started at €28 a day, typically €65 (checked 22 October 2026); find them with the seats filter.
  • Ten or more: you need two cars; no listing went beyond nine seats.
  • Children: book the child seat with the car; the law keeps under-12s in the back and under-5s in a child seat.
  • Extra driver: some cars include one, others charge, and each lists the age and years of licence needed.

Cancelling or changing your Montenegro booking

Cancelling without penalty

No penalty applies if you cancel with at least 7 days’ notice, but you never get the 6% payment service fee back. For convertibles and luxury models it is 30 days, or 24 hours on bookings that carry the 24-hour cancellation option.

How to cancel

Email with the subject “Cancel” and attach the voucher. Refunds of the advance arrive within 14 days, minus the 6% payment service fee.

Missing the deadline

If you cancel late or miss the pickup, you lose the advance.

Different dates or car

Cancel and make a new booking.

Keeping the car longer

Ask the company before the rental ends. You pay by the full 24-hour day, so a few hours over costs a whole day.

“Or similar” and replacement cars

A car listed as “Or similar” can be swapped for a comparable model: 128 of 1,155 Podgorica cars had that label for the seven-day hire starting 16 November 2026, counted 22 October 2026. Should breakdown or force majeure put your booked car out of action, the company has to find you an equal or better class of car, on the same terms and price.

Montenegro car hire questions

Is a credit card needed to rent in Montenegro?

66 of the 1,155 Podgorica cars required one, and 55 of the 1,059 at Tivat, for a seven-day hire starting 16 November 2026 (our count of 22 October 2026). Those cars need the lead driver’s own physical card, with embossed numbers; some firms take debit, as the voucher states.

Can I rent in Montenegro with no deposit?

Yes, on some cars. Our 22 October 2026 check found 210 Podgorica cars and 179 Tivat cars with no deposit, for the same 16 November start. Every other listing shows its deposit up front, and in that check 838 Podgorica and 801 Tivat cars could take it in cash.

Can I pick up at both Podgorica and Tivat airports?

Yes. On 22 October 2026, every car in the Podgorica search could be collected at Podgorica Airport (TGD) and every car in the Tivat search at Tivat Airport (TIV), for hires from 16 November. If there is an airport charge, it is already in the price shown; the voucher explains where to meet.

Can I fly into Tivat and out of Podgorica?

Yes: choose the other airport as your return point in the search. Pickup and return charges are already in the price of each car, and the drive between the two takes about 2 hours.

Which countries can I drive to from Montenegro?

Only those named in a cross-border package added to the car. One package lists Croatia, Bosnia and Herzegovina, Serbia, Albania and Kosovo; another leaves out Albania and Kosovo. Tell the company before you set off. The rental must end in Montenegro: on 22 October 2026 none could be returned in Tirana, Shkodër, Dubrovnik or Split.

What is the minimum driver age in Montenegro?

Each listing sets the minimum age and years licensed, and on some cars it is 18. Since 7 August 2026, Montenegrin law bars drivers under 21 from driving between midnight and 05:00, or from driving a car above 80 kW unless supervised by a passenger who has held a car licence for at least five years.

Which documents should I bring?

Your actual licence, in Latin characters and valid beyond the day you return the car; copies and electronic versions are not accepted. Where that licence is valid only at home, add an International Driving Permit, as the terms strongly recommend. Add the card the listing asks for, if any.

Are winter tyres compulsory?

From 15 November to 1 April, Montenegrin law requires winter tyres on all four wheels whenever snow is falling or snow, ice or black ice lies on the road, and, whatever the weather, on signed roads listed in a government order. Some cars offer a Winter Pack; ask the company what it includes.

Which roads have tolls?

Two you are likely to use: the Sozina tunnel between Podgorica and Bar, €2.50 a car, and the motorway towards Kolašin (Smokovac to Mateševo), €3.50 for the full length (Monteput price lists, checked 22 October 2026). The Bay of Kotor ferry also charges a fare. You pay tolls yourself.
