Every car comes from Baku: collect at Baku Airport, or have one delivered to Gabala or Ganja for a charge. It stays in Azerbaijan.
Pick Baku, then choose the airport or a city address to collect the car. Gabala and Ganja appear in the list as well, served by Baku cars.
Azerbaijani companies set prices in US dollars and the search converts them to euros. Any airport pickup charge, and the charge for delivery to another city, is added to that total.
The booking rules allow 15 to 20%. On all 25 Azerbaijani quotes we kept on 23 October 2026 it was exactly 15% of the rental price, handover charges excluded.
Hand over the balance when you collect. Cash must be manat, AZN (clause 14); 609 of the 672 Baku cars took a card too (Baku search of 23 October 2026; Baku hire, 16 to 23 Nov 2026).
Gabala and Ganja have airports of their own, but the cars for both come from Baku (23 October 2026 searches, keys on 16 Nov and back on 23 Nov 2026); road times assume an empty road (routed 23 October 2026).

Ask for Baku Airport (GYD) and all 672 could be brought there, 283 with no handover charge. The drive in to the Old City takes about 30 min.
No cars of its own: all 364 in the Gabala search were Baku cars, each carrying a delivery charge.
Gabala: 230.0 km out of Baku Airport, about 3 h 15 min; the town’s own airport (GBB) is about 25 min away, and from there Sheki is about 1 h 15 min.
The same pattern: all 434 cars offered in Ganja were Baku cars, none without a delivery charge.
The further of the two from Baku, about 4 h 45 min from Baku Airport by road. Ganja Airport (GNJ) is about 15 min from the centre, Naftalan about 1 h 15 min.

The default Baku search put no car at the airport: 351 were listed for city delivery and 321 at what the booking partner calls a “Rental office”. Choose the airport, though, and all 672 could be brought there, 283 without a fee.
Each Baku company meets you in its own way, car by car. The meeting point is on the voucher, and the company’s details arrive in the email after booking. Keep the phone you booked with on from the day before (clause 10).

The airport’s full name, as Azerbaijan Airlines gives it, is Baku Heydar Aliyev International Airport. From the airport to the Old City is 25.5 km, about 30 min with no traffic (routed 23 October 2026).

Clause 9 forbids driving the rental car across Azerbaijan’s borders. It lists no exception, so Georgia is ruled out too.
None of the 672 Baku cars required one (Baku search of 23 October 2026; Baku hire, 16 to 23 Nov 2026). Clause 15 lets a company require an embossed credit card with the main driver as cardholder, so check the listing and voucher.
On 99 of the 672 Baku cars (Baku search of 23 October 2026; Baku hire, 16 to 23 Nov 2026). On the others the deposit is shown before booking, and on some it drops to zero with Full Coverage Plus.
Azerbaijani companies price in US dollars; euro figures are conversions that shift with the rate. The advance on every quote we kept (23 October 2026) was 15% of the rental price. The rest is paid at handover, in manat if cash (clause 14).

No: clause 9 forbids crossing the border, and a Baku to Tbilisi one-way returned no cars (Baku search of 23 October 2026; Baku hire, 16 to 23 Nov 2026). UK travel advice, as we read it on 23 Oct 2026, says the land border with Georgia is temporarily closed.
Clause 8 rules all three out by name, roads to them included, and bans any unpaved road. A four-wheel-drive car is bound the same way.
The UK’s travel advice for Azerbaijan, as we read it on 23 Oct 2026, says UK licence holders need an Azerbaijani licence, issued through the ASAN Service offices, after one month. For the hire itself, clause 13 asks for a valid national licence with Latin-script details.
